Encarta is preparing to launch from Federation station Deep Space Nine, Encarta's mission over the next 2 years is to test several experimental systems that were installed aboard Voyager, including Borg shielding technology, the Delta Flyer class shuttle, and more. An evil patriot named Tymar who has pirated many powerful ships and supplies for his home planet Belzar, plans to steal the experimental shielding system from Starfleet. He ambush's a Starfleet shuttle and takes Lt. Yost, and Cmdr. McKnight (Chris Elliott) hostage. The Belzarians suffer from a sort of radiation burn, due to their star producing strange forms of radiation. Tymar blames the federation for not coming to the aid of his people due to the prime directive.
